The number of ISIS supporters in the United States who have been arrested for planning to commit acts of domestic terrorism is relatively low. However, we must take this very seriously because of the magnitude of potential damage and because terrorists who are radicalized online are difficult for authorities to track.
According to the George Washington Program on Extremism’s report, ISIS in America, as of July 2017, “The number of individuals charged in the United States on offenses related to the Islamic State stands at 131.” At first glance, this does not seem like a very large number.
Let’s look at the statistics more closely. Of those 131 people, “30% were accused of plotting domestic terror attacks.”
There are 39 people who were arrested for actively planning terror attacks within the borders of the United States.
We can also safely assume that the number of aspiring domestic terrorists is higher than the 39 ISIS supporters already arrested. The FBI simply does not have the resources to track every potential terrorist. According to Politico in The FBI’s Growing Surveillance Gap, “Experts say it’s a big problem – one that’s been brewing for more than two years as the Bureau has struggled to keep up with a wave of aspirational homegrown jihadists, who act faster and leave fewer clues than would-be terrorists a decade or two ago.”
The threat is compounded by low-key profiles of some current Islamist supporters. According to an in-depth report, Terrorism in America After 9/11, “[T]he most likely threat continues to be lone individuals or pairs inspired by jihadist ideology without the type of extensive plotting, communication, or travel activity that would tip off the layered counterterrorism defense system.” ISIS supporters can easily fly under the radar if they are radicalized online and are not communicating extensively with larger terrorist cells.
Operation 250 is an organization dedicated to educating children, parents, and teachers about violent extremist material online. Their report, ISIS on Social Media states, “The number of individuals leaving the west to go to Syria has been decreasing over the past year…ISIS is now encouraging people they have recruited online through social media to stay in their home countries and carry out attacks.”  ISIS is encouraging supporters to commit acts of domestic terrorism rather than travel to fight in Syria.
We need to keep this in perspective – the number of Islamist terrorists who are planning to commit domestic terror attacks is quantitatively low. However, we still must take this seriously because Islamists who are self-radicalized online are difficult for authorities to track and arrest, and because their goals are to inflict maximum damage and casualties.

Maryland Cleric Investigated by FBI in ISIS Plot

There’s a new development in the case of Sebastian Gregerson , who changed his name to Abdurrahman Bin Mikaayl after converting to Islam, and was arrested at the beginning of August for stockpiling an arsenal of weapons allegedly to carry out a terrorist attack.
The investigation has been widened to three states, with a Maryland imam suspected of involvement in what is thought to be an ISIS-linked plot to carry out a mass casualty attack.
The imamSuleiman Bengharsa, stands accused of helping purchase two AK-47s, seven rifles, handguns and ammunition, according to court records.
“Based on the totality of the aforementioned information and evidence, there is reason to believe that Bengharsa and Gregerson are engaged in discussions and preparations for some violent act on behalf of (the Islamic State),” an FBI agent wrote in January on an application for search warrant.
Suleiman Bengharsa is also known as Sheikh Suleiman Anwar, the founder of the Islamic Jurisprudence Center.
There, he advocates positions that are so extreme he regards Muslim-Brotherhood-linked organizations such as the Council on American Islamic Relations (CAIR) as apostates.
In June 2016, he issued a fatwa that “anyone who supports CAIR, ISNA, MAS, or ICNA, or any organization affiliated with them in any way, is a kafir (disbeliever) and a traitor to Allah and His Messenger.”
His fatwa blasted these groups for allegedly promoting “the secular, divisive, corrupt, and immoral democratic system of government and encouraging Muslims everywhere to believe in and implement such beliefs,” since they willing to engage in the democratic process.
In earlier statements Anwar/Bergharsa has gone further, saying, “We are not living under the Khilafah [caliphate],” he said in a 2010 lecture recorded on YouTube “There is a big fitna [i.e. social unrest] going on, if you haven’t noticed. And much of the fitna is happening because we don’t have Khilafah. And then there are many people who don’t want Khilafah, because they want to continue being criminals so that their hands don’t get cut off.”
Bengharsa denied supporting the Islamic State. “No, no, no, that is absolutely untrue,” Bengharsa told The Detroit News. “It might appear that way. I am an advocate of the United States and the West getting the hell out of the Middle East and the Muslim world.”
“It’s ridiculous. All I can say is it’s ridiculous,” he said. “If this was the case, why haven’t they come to arrest me?”
He has not yet been charged with a crime and the investigation is ongoing.

North Carolina Man Convicted for ISIS North America Plot

A North Carolina man who plotted to kill hundreds of people in an ISIS terror plot has been sentenced to life imprisonment.
Justin Nojan Sullivan, 21, “planned to carry out his attack in the following few days at a concert, bar or club where he believed that as many as 1,000 people could be killed using the assault rifle and silencer,” according to a federal indictment.
The attack would have been similarly to the attack on the Pulse nightclub in Orlando, Florida, which killed 49 people.
Court documents say he was planning to unveil an “Islamic State of North America” with his attack.
Justin was reported by his father in 2015, when Rich Sullivan, a retired marine, telephoned the FBI to inform them about his son’s possible Islamic State sympathies. Shortly afterwards, Justin offered money to an undercover agent he believed was an Islamic State sympathizer to kill his parents to prevent them from thwarting his plans.
Justin still faces a separate trial for the murder of 74-year-old John Bailey Clarke, his neighbor, whom he is accused of shooting. If convicted, he faces the death penalty.

FBI Director: ISIS Is Top Threat to US

The Islamic State (ISIS/ISIL) remains the top threat America is facing, FBI Director James Comey said this week.
Speaking to reporters from the FBI office in Minnesota, Comey said the threat stems from the terror group’s success in recruiting fighters both overseas and in America.
Comey mentioned a third threat as well which he called a “terrorist diaspora” – hardened and experienced fighters from in Syria and Iraq that infiltrate Western Europe, and from there, are able to travel to the U.S.
“There’s three prongs to this ISIL threat,” Comey said. “The recruitment to travel, the recruitment to violence in place, and then what you saw a preview of in Brussels and in Paris — hardened fighters coming out, looking to kill people.”
The FBI is “laser-focused on that,” Comey added.
Comey’s remarks were part of a two-day visit to Minnesota following the recent terror convictions of three young Minnesota men from the Somali community. Ten men in total were charged in the case that rocked the community – six pleaded guilty and a seventh, who has not been apprehended, is thought to have joined ISIS in Syria.
Comey plans to talk with community leaders and local law enforcement agencies in MInnesota.
The FBI director also noted that there still remain about 1,000 open cases across America of people recruited to the Islamic State. Although the number of open cases has remained constant, the actual number of recruits travelling to Syria has dropped in the last year, from close to six to 10 attempts per month to about one or two.
However, the director said the reason for the drop is unknown. Recruits may be travelling to other locations that don’t arouse the suspicion of officials or, since travel to Syria has become more difficult, recruits are choosing to stay in the U.S. to carry out attacks.
In the best cases scenario, terror recruits have been stopped by family or community members, Comey said.

'Kayhan': The White House Will Be Destroyed In Under 10 Minutes If The U.S. Attacks Iran

On June 17, 2015, the Iranian daily Kayhan, which is affiliated with Supreme Leader Ali Khamenei, published an editorial praising the month of Ramadan and, in connection with this, praising also the 175 Iranian military frogmen killed in the 1980-88 Iran-Iraq War whose bodies were recently brought to Iran and given a martyrs' interment.
Kayhan stated that Iran is currently in a situation similar to that of the early battles of Islam, when Muhammad won the Battle of Badr and annihilated the Jews of Khaybar. It called on Iranian nation to act in Ramadan after the example of the martyrs and to redeem Islam, "which is entangled by the Jews' deception" and by the trickery of the U.S. – "The Great Satan" – and Britain – "the wily fox." It warned that as part of this struggle, Tehran would strike the White House within minutes of any American attack on Iran's nuclear facilities.
Criticizing attempts by pragmatic camp leaders Hashemi Rafsanjani and President Hassan Rohani to reach a nuclear agreement with the U.S., the editorial stated that these attempts to reach such an agreement contradict the Koranic order against making pacts with the enemy. It implicitly accused President Rohani – who once called the U.S. "the village leader,[1] thus indicating his perception of U.S. supremacy – of violating the Koran's statement that God will not allow infidels to gain the upper hand over His faithful, and added that the attempts also contradict the martyrs' fierce resistance to the U.S.-led West. It also said that the U.S. is now on its deathbed.
The paper expressed resentment at the wealth and economic corruption attributed to the Rafsanjani family,[2] and stated that these values are contrary to the legacy of the martyrs who clung to the jihadi management recently preached and promoted by Khamenei.[3] It concluded by stating that Iran would not submit to the U.S. despite its economic hardship, because it has extensive room to maneuver, is advancing towards realizing its goal, and is anticipating divine assistance.
Following are excerpts from Kayhan's editorial:
During Ramadan, "Divine Angels Call Us [To Join] God"
"Slowly but surely, Ramadan approaches... The month of God that is arriving is better than a thousand suns... During this month, the heavens are open to all, and the path of the world and of the souls is facilitated. A good message arrives this month, and the angels distribute hidden aspirations and good tidings of salvation. Divine angels call us [to join] God.
"The month of God [i.e. Ramadan] reveals its face gradually, with joyful mornings and iftar [break-fast] dinners that grant vitality. With the morning devotions and the call to prayer that infuses us with the voice of salvation and eases our spirit, and like swift children, we shed tears and our hearts beat like those of lovers. The sound of the believers' Koran recitation is like a beehive... This is [the Imam] Ali, who receives the worshippers of God during this month. He is the hand of God, and the hand of God is in his sleeve – a hand that caresses orphans and the oppressed and smites the oppressors and the violators of treaties, that digs a well to bring sweet water to the people, that makes the palm trees grow and destroys the gates of Khaybar [populated by Jews] to annihilate the foundations of idolatry...
"A few days ago, we received news that some men [175 frogmen killed in the Iran-Iraq war], whose hands were bound and who were killed, although they were strong, have come to us... These are the true men, who are a source of national pride. Their secret is their bound hands, unbound 30 years later... They knew that war is war, and that dying in the path of God is one kind of victory. They convey to us that it is better to die, even with bound hands, than to be humiliated [by the enemy], and that it is inconceivable for us to submit to Satan. Oh great brothers, how honorable and proud are you. How close to God are you, and how distant from you are we. Your hands are bound, but your hearts are generous... Can the hands of God, which carry out divine actions, ever be bound?..."
"Iran Is Now In The Era Of [The Victory Of] Badr And [The Massacre Of The Jews At] Khaybar"; Islam Is "Entangled By The Jews' Deception"
"Iran is now in the era of [the victory of] Badr and [the massacre of the Jews at] Khaybar[4] – What is honor? What is humiliation?
"[To the dead frogmen:] Come tell us about honor and zeal. Tell us the ABC of courage and honesty. [Tell us] what the Iraqi Ba'ath regime did to you on the orders of 'the Great Satan' and the P5+1 of that time – so that our zealotry will overflow and so that our faith will be as fervent as that of the young men who held their heads high because of [the spilling of] your blood. [Do this] so that we will have faith in those who, without help from [Rohani's designated] 'village leader,' [i.e. the U.S.], crossed the boundaries of [nuclear] science and made their mark. [Do this] so that we will have faith in those who made the enemy tremble with jihadi management and with the management of the young people – and not with the management that seeks profit, that is old and rife with corruption [a reference to Rafsanjani]... [Do this] so that we will have faith in in the young people who did not go to study in Britain and America but who surprised the alumni of Western [education] and Western scientists. [Do this] so that we will have faith in those who did not receive scholarships or diplomas from overseas, and did not bribe Western companies...
"Let us have faith that America is incapable of any misstep [against Iran], and that it cannot even attack Iranian facilities without the White House being destroyed in under 10 minutes. Let us have faith that the old 'village leader' [i.e. the U.S.] has fallen onto his deathbed, and that even in his youth, he never made the mistake [of daring to attack Iran], and that he, like Israel, remains mired in quicksand. Let us have faith that Britain is a wily fox, and that its laughter is deceptive. Let us have faith in the Koran that says that the enemies are not men of their word, and that God has not permitted the infidels to gain supremacy over the believers...
"[Again addressing the frogmen:] Oh brothers, you went [to Iraq] and came home [to Iran]... Welcome... We can speak at length of your bound hands. Our arms are short, but your heads, and your stature, are high. They [the Iraqis] bound your hands so that you could not not raise them to the heavens – but they did not know that your heads touched the sky.
"Brothers, your jihad is blessed, and your lot is Paradise. You, who sat with God during the month of God's Prophet and the month of God [Ramadan], will understand us and honor us – not by means of bread [i.e. the pragmatic camp's promise of an agreement with the U.S. and the West] but by means of the redemption of the world that is mired in deception, and by means of redeeming Islam, which is entangled by the Jews' deception and by the trickery of the American 'Great Satan' and [the British] old fox [i.e. the promise of the ideological camp].
"While we are aware of the people's dinner table [that Rohani and Rafsanjani vowed to provide for], we will not accept the humiliation of table scraps provided by 'the village leader' and his servants – because we are the sons of Ramadan, and our eyes are turned towards the highest peaks, and towards the morning star that emerges above the horizon.
"Our hands are not closed before Satan, but are full, and we believe that just as the hands of God never remained closed, the straight path will also never reach a dead end."

Self-Radicalized American Incited Violent Jihad Online

Those who have met Emerson Begolly in person might describe him as a shy young man. But online, the 24-year-old was the complete opposite—he forcefully incited jihadist violence against Americans and Jews. And when FBI agents attempted to talk to him in 2011, he reached for a loaded handgun in his pocket and then bit the agents who disarmed him.

Map of PennsylvaniaToday, a federal judge sentenced Begolly to eight years and six months in prison for soliciting others to engage in acts of terrorism within the United States and for using a firearm in relation to an assault on FBI agents. Begolly pled guilty in August 2011 after being indicted less than a month earlier.

“This is a guy who definitely had the potential to hurt people,” said Special Agent Blake McGuire, who led part of the investigation from our Pittsburgh office. “He was a disaffected U.S. citizen who was susceptible to the message of violent extremism, and he became self-radicalized on the Internet. That type of offender—the so-called lone wolf—is extremely dangerous,” McGuire added, “because they can be difficult to discover before they resort to violence.”

Begolly came to the FBI’s attention in 2010 when he began posting violent material on an Islamic extremist Internet forum. Using the pseudonym Abu Nancy, the Pennsylvania resident and occasional college student solicited fellow jihadists to use firearms and explosives against American police stations, post offices, Jewish schools and daycare centers, military facilities, train lines, and water plants. He further urged his audience to “write their legacy in blood” and promised a special place in the afterlife for violent action in the name of Allah.

Members of the Bureau’s Joint Terrorism Task Forces in Pittsburgh and in Northern Virginia worked on the case with U.S. attorneys in both jurisdictions. “We all shared the same concern,” McGuire said, “that something might trigger this young man to carry out his own personal jihad.”

Begolly was under surveillance during the summer of 2010 when he legally purchased an assault weapon. Several months later, he escalated his online postings by soliciting jihadists to violence by posting a manual on how to manufacture a bomb.

Shortly after the bomb-making post, agents obtained search warrants for the homes of Begolly’s parents, where he often stayed. While the searches were being conducted, two other agents approached Begolly at a fast food restaurant near Pittsburgh to speak with him. That’s when he reached for the loaded handgun in his pocket. As the agents subdued him, he bit their fingers, trying to free himself and reach for his gun. His actions were consistent with a previous online post in which he urged jihadists not to be taken alive by law enforcement and to always carry a loaded firearm.

“When you combine troubling rhetoric that escalates with weapons, it poses a tremendous threat to public safety,” McGuire said. “Fortunately, we headed off any potential danger before it happened.”
