Has the Obama administration switched sides in the War on Terror, providing arms and aid to militants linked to al Qa’eda? This conclusion was strongly hinted at during the Citizens’ Commission on Benghazi (CCB) conference held last September to uncover the truth behind the Benghazi, Libya attacks of 2012. “Here’s the sentence, here’s the headline, that the Obama administration does not want broadcast anywhere or printed anywhere: ‘Obama Administration Arms Al Qaeda,’” said Judicial Watch’s Chris Farrell at the time. Farrell’s words would prove prescient.

In its new Interim Report, the product of months of interviews with sources knowledgeable about what was happening in Libya, the CCB uncovers that, indeed, arms were going to al Qa’eda. “The U.S. facilitated the delivery of weapons and military support to al Qa’eda-linked rebels in Libya,” states one of the key findings of the report. The report also includes a summary of the 85 Freedom of Information Act requests submitted by Accuracy in Media (AIM) and the CCB.

Accuracy in Media and the CCB held a press briefing on Tuesday, April 22nd at the National Press Club in Washington, D.C. to release and discuss the Interim Report. Attendees included CNN, The Daily Mail, Fox News, The Washington Free Beacon, World Magazine, WorldNetDaily, and The Daily Caller.

The key findings in the report include that

• Muammar Qaddafi expressed his willingness to abdicate shortly after the beginning of the 2011 Libyan revolt, but the U.S. ignored his calls for a truce, which led to extensive loss of life (including four Americans), chaos, and detrimental outcomes for U.S. national security objectives across the region.
• The U.S. facilitated the delivery of weapons and military support to al Qa’eda-linked rebels in Libya.
• On the day of the attacks in Benghazi, whether or not there was an official order to stand down, the result was the same. There were military assets, for example, at the U.S. base in Sigonella, in Sicily, Italy that could have been brought to bear, and perhaps could have saved the lives of the two men killed at the CIA Annex, the scene of the second attack that night. The failure to attempt to rescue these Americans amounts to a dereliction of duty.
• Previous investigations have been ineffective as the cover-up of Benghazi continues at all levels of government, prompting the need for a Select Committee with the power of subpoena to investigate this tragedy and compel testimony under oath outside the five-minute rule imposed on Congressional members by the current investigative structure.
• America needs Congress to form a Select Committee to uncover the facts about Benghazi that remain unavailable to the public, and are obscured by the five-minute rule imposed upon Members of Congress.

WASHINGTON—The 2012 terrorist attack in Benghazi, Libya, that killed four Americans might never have happened if the U.S. government hadn’t facilitated a flow of $500 million worth of weapons into the hands of al-Qaeda-linked rebels during Libya’s 2011 revolution, according to interim findings released this week by the Citizens’ Commission on Benghazi. 

“The deeper you get, the dirtier it gets,” said retired Navy Adm. Chuck Kubic, who appeared with commission members late Tuesday for a press conference at the National Press Club. 

The Citizens’ Commission on Benghazi, comprised of former intelligence officers, military personnel, and national security experts, launched last year amid stalled investigations in numerous government agencies and at least a half-dozen congressional committees. Commission members said quite a few people contacted them to volunteer information and leads following last September’s all-day event at the Heritage Foundation.

One of those contacts led to Kubic, who was in Libya as a private businessman when the United States abruptly began bombings in March 2011. Kubic said the military intervention shocked Libyans and companies operating in the country, and he began receiving calls from people “wondering what was going on” and “how they could stop it.” He immediately began relaying messages between the U.S. Africa Command (AFRICOM) and Libyan intermediaries, who wanted a 72-hour ceasefire to negotiate the terms of dictator Muammar Qaddafi’s abdication. Qaddafi wanted two things before stepping down: Assurance that Libya wouldn't fall into the hands of Al-Qaeda in the Islamic Maghreb, and legal protection for himself and his family.

But the United States wasn’t interested in negotiating. The eventual death toll from the conflict reached into the tens of thousands. 

“We had a chance to avoid the entire revolution and do a peaceful transition of government,” Kubic told me after the press conference. “Here we have a leader who was awarded a Nobel Peace Prize and he wasn’t willing to spend 72 hours to give peace a chance.”

Then Secretary of State Hillary Clinton on March 18, 2011, announced U.S. support for the Muslim Brotherhood-led Libyan Transitional National Council, which was fighting for Qaddafi’s ouster, even though militias under its control were dominated by known al-Qaeda militants. “The White House and senior congressional members deliberately and knowingly pursued a policy that provided material support to terrorist organizations in order to topple a ruler who had been working closely with the West actively to suppress al-Qaeda,” the report said, concluding that the United States effectivelyswitched sides in the Global War on Terror. 

According to the report, support for the Benghazi-based Transitional National Council meant facilitating a transfer of $1 billion in weapons from Qatar to Libyan rebels—financed by the United Arab Emirates (UAE). But when the UAE went to collect on its loan, the report said, the Transitional National Council dropped a bombshell: Knowing NATO backing meant it would win regardless, it sold $500 million of the weapons to Qaddafi—its enemy—to raise cash. 

Details of the deal revealed a direct line from the U.S.-backed rebels to Abu Salim Abu Khattala, who carried out orders to kill a Qaddafi regime defector with knowledge of the weapons diversion. Abu Khattala later led the fatal attack on Benghazi as the leader of Ansar al-Sharia. Although he still remains free more than 19 months later, he is under a sealed Justice Department indictment for his role in the 9/11 anniversary attack. 

“Remember, these weapons that came into Benghazi were permitted to enter by our armed forces who were blockading the approaches from air and sea,” said Clare Lopez, a commission member and former CIA officer. “The intelligence community was part of that, the Department of State was part of that, and certainly that means that the top leadership of the United States, our national security leadership, and potentially Congress—if they were briefed on this.”

The commission believes top members of Congress did have prior knowledge about some of the operations, which is why none of them backed the formation of a Select Committee on Benghazi. Rep. Frank Wolf, R-Va., has filed a bill that would create the special panel, but its 189 cosponsors aren’t enough to overcome the lack of support from House Speaker John Boehner. The commission renewed its call for a Select Committee with full subpoena power. 

The commission also pushed back against the repeated claim that the United States didn’t have military assets in the region. Retired Navy Adm. James “Ace” Lyons, another commission member, said that’s not true, citing military personnel in Sicily, Italy, that could have made the one-hour flight in time to save former Navy SEALs Glen Doherty and Tyrone Woods, who were killed at a CIA facility almost eight hours after the initial attack at the U.S. diplomatic outpost. 

“You have to be brain dead to think our military commanders, our combat commanders, were totally unaware of the deteriorating situation in eastern Libya,” said Lyons, the former commander-in-chief of the U.S. Pacific Fleet. “They had to be aware, and they would have pre-positioned forces.”

Lyons also claimed to have confirmation of a long-circulated rumor about the Benghazi attack: He said a confidential FBI informant told him the original plan had been to kidnap Ambassador Christopher Stevens to exchange him for the so-called “blind sheik,” Omar Abdel-Rahman, who is currently serving a life prison sentence for planning the 1993 World Trade Center bombing and other terrorist acts. 

The commission, sponsored by Accuracy in Media, vowed to continue its work and called on the media and members of the public with information to help answer remaining questions. The commission has filed 85 Freedom of Information Act requests with the FBI, CIA, State Department, and Defense Department.

The Citizens Commission on Benghazi, a self-selected group of former top military officers, CIA insiders and think-tankers, declared Tuesday in Washington that a seven-month review of the deadly 2012 terrorist attack has determined that it could have been prevented – if the U.S. hadn't been helping to arm al-Qaeda militias throughout Libya a year earlier.

'The United States switched sides in the war on terror with what we did in Libya, knowingly facilitating the provision of weapons to known al-Qaeda militias and figures,' Clare Lopez, a member of the commission and a former CIA officer, told MailOnline.

She blamed the Obama administration for tacitly approving the diversion of half of a $1 billion Qatari arms shipment to al-Qaeda-linked militants.

'Remember, these weapons that came into Benghazi were permitted to enter by our armed forces who were blockading the approaches from air and sea,' Lopez claimed. 'They were permitted to come in. ... [They] knew these weapons were coming in, and that was allowed..

'The intelligence community was part of that, the Department of State was part of that, and certainly that means that the top leadership of the United States, our national security leadership, and potentially Congress – if they were briefed on this – also knew about this.'

The weapons were intended for Gaddafi but allowed by the U.S. to flow to his Islamist opposition.

On September 11, 2012 armed terror-linked militias attacked U.S. diplomatic outposts in Benghazi, Libya, killing four Americans and driving the United States out of that part of the country

'The White House and senior Congressional members,' the group wrote in an interim report released Tuesday, 'deliberately and knowingly pursued a policy that provided material support to terrorist organizations in order to topple a ruler [Muammar Gaddafi] who had been working closely with the West actively to suppress al-Qaeda.'

'Some look at it as treasonous moves,' said Wayne Simmons, a former CIA officer who participated in the commission's research. 'And our men and women had to follow what many purport as, qualify as treasonous moves.'

Retired Rear Admiral Chuck Kubic, one of the commission's sources, told reporters Tuesday that those weapons are now 'all in Syria.'

'Gaddafi wasn't a good guy, but he was being marginalized,' Kubic recalled. 'Gaddafi actually offered to abdicate' shortly after the beginning of a 2011 rebellion.

'But the U.S. ignored his calls for a truce,' the commission wrote, ultimately backing the horse that would later help kill a U.S. ambassador.

Kubic said that the effort at truce talks fell apart when the White House declined to let the Pentagon pursue it seriously.

'We had a leader who had won the Nobel Peace Prize,' Kubic said, 'but who was unwilling to give peace a chance for 72 hours.'

In March 2011, Kubic said, U.S. Army Africa Commander General Carter Ham told NBC News that the U.S. military was not actively targeting Muammar Gaddafi. That, Kubic revealed, was a signal to the Libyan dictator that there was a chance for a deal.

Gaddafi responded by 'verifiably ... pull[ing] his forces back from key rebel-held cities such as Benghazi and Misrata.'

Then-Secretary of State Hillary Clinton told the Senate Foreign Relations Committee in January 23 that it mattered little why the Benghazi diplomatic compound was attacked: 'What difference, at this point, does it make?'

Gaddafi wanted only two conditions to step down: permission to keeo fighting al-Qaeda in the Islamic Maghreb (AQIM), and the lifting of sactions against him, his family, and those loyal to him.

The Obama administration's unwillingness to help broker a peaceful exit for the Libyan strongman, 'led to extensive loss of life (including four Americans)' when al-Qaeda-linked militants attacked U.S. diplomatic facilities in the city of Benghazi,' the commission told reporters.

The White House and the National Security Staff did not immediately respond to questions about the group's findings.

'We don't claim to have all the answers here,' said Roger Aronoff, whose center-right group Accuracy in Media sponsored the group and its work.

'We hope you will, please, pursue this,' he told reporters. 'Check it out. Challenge us.'

The commission and AIM filed 85 document requests under the Freedom Of Information Act, hitting the Department of Defense, State Department, Federal Bureau of Investigation and Central Intelligence Agency with demand after demand.

But most of its information has come from insiders with deep knowledge of the flow of weapons in Libya and elsewhere in the African Maghreb.

Admiral James 'Ace' Lyons told the group that he believes the raid on the Benghazi compound was intended as a kidnapping exercise, aimed at snatching U.S. Ambassador Chris Stevens and demanding a prisoner swap for the 'blind sheikh' Omar Abdel-Rahman.

Abdel-Rahman is serving a life sentence in federal prison for planning the 1993 bombing of the World Trade Center garage in New York City. He also masterminded a plan, later foiled, to blow up the United Nations, both the Lincoln and Holland tunnels, the George Washington Bridge and a federal building where the FBI had a base of operations.

A senior FBI source, Lyons said Tuesday, 'told me that was the plan.'

The attack, history shows, grew in intensity and resulted in the deaths of Stevens and three other U.S. personnel.

Lyons also said U.S. claims that it lacked the resources to mount a counterattack in time to save lives is false.

'I'm going to tell you that's not true,' he said. 'We had a 130-man unit of forces at Sigonella [AFB in Italy]. They were ready to go.'

'The flight time from Sigonella to Benghazi is roughly an hour.'

Some of the group's claims strain credibility, including the assertion that the Obama administration's early effort to blame the Benghazi attack on a protest against a crude anti-Muslim YouTube video 'appears to have been well-coordinated with U.S.Muslim Brotherhood organizations as well as Islamic state members of the Organization of Islamic Cooperation (OIC).'

Those groups, the commission noted, 'all joined in condemnation of the video, and, even more troubling, issued calls for restrictions on Americans’ free speech rights.'

But Simmons, the former CIA officer, criticized the Obama administration on the familiar refrain of then-Secretary of State Hillary Clinton exclaiming in a Senate hearing that it mattered little why the Benghazi facilities were struck.

'They believed they were going to be saved, that they were going to be rescued, but they weren't,' Simmons said of the four Americans who died.

'I know who made the decision, in my heart of hearts, to leave our war fighters there and be blown up. And then to have one of the most powerful politicians in our country sit there and say, "What difference does it make?" – should be an alarm bell for all Americans.

'It haunts me,' Simmons said. 'I play that line over, and over, and over, and over in my mind.'

The group has called for a Select Congressional Committee to investigate the Benghazi episode. A total of 189 House members have signed on to a bill that would create the committee, which would be bipartisan and have sweeping powers to subpoena the executive branch.

House Speaker John Boehner, Lopez said Tuesday, 'he blocked it. One has to wonder if he and Congress have had some sort of briefing on what happened.'

Kubic insisted that Congress is unable to break logjams in the Obama administration and find out what happened in the days leading up to and following the Benghazi attack without a new committee.

'If they don't have strong subpoena power, if they don't have the ability to do long-term cross examination, it won't work,' he said.

 Al Qaeda terrorists could try to bring down planes using an undetectable explosive soaked into their clothes, officials fear.

The organisation’s bomb-makers are reportedly developing an ‘ingenious’ system whereby shirts and trousers drenched in the explosive could be ignited when dry.

It would be undetectable under current security measures and remove the need for terrorists to mix liquid explosives on board, security sources told the American TV network ABC News yesterday.

The latest threat to air passengers is one of the reasons behind the current global terror alert, according to two senior US government officials.

The reports are the most detailed yet into the nature of intercepted messages between Ayman al-Zawahiri, the head of Al Qaeda, and Nasser al-Wuhayshi, his deputy in Yemen.

British bomb expert Sidney Alford confirmed that the new method was possible using easily available chemicals, but pulling it off would be tricky as the soaking process would dilute the explosive.

He said: ‘The clothes act as a diluent and reduce the power of the explosives.’

However, igniting treated clothes could be done simply with a match. Passengers are allowed to carry a single box of safety matches or a cigarette lighter on flights.

The new explosive has reportedly been developed by the notorious bomb-maker Ibrahim al-Asiri of Al Qaeda in the Arabian Peninsula, who made the device used by convicted ‘underwear bomber’ Umar Farouk Abdulmutallab in his attempt to blow up a plane on Christmas Day in 2009.

Other reports have suggested that Al-Asiri is developing bombs that could be sewn under the skin of terrorists.

The level of ‘terror chatter’ being monitored by security services has been described as one of the most serious threats to American and Western interests since the 9/11 attacks.

In response, the Foreign Office last night evacuated all staff from the British embassy in Yemen. 

Those posted in Sana’a, the capital – including ambassador Jane Marriott, who has only been there a month – were told to return to the UK because of ‘increased security concerns’.

The US also ordered all non-essential personnel at its Yemeni embassy to get out, and American citizens still in the country were flown to safety by military aircraft.

Dozens of Al Qaeda operatives are said to have streamed into Sana’a in the past few days, forcing the country’s military to use ‘extraordinary and unprecedented’ security measures to protect official buildings.

At the same time, at least four suspected terrorists have been killed in an American drone strike in the eastern Marib region of Yemen.

The drone fired a missile at a car carrying the four men, setting it on fire and killing all of them, the officials said. 

Speaking on condition of anonymity because they are not allowed to talk to the media, the officials said they believe one of the dead is Saleh Jouti, a senior Al Qaeda member.

It's the fourth drone attack in the past week to hit a car believed to be carrying Al Qaeda members.

On Sunday  20 US embassies and consulates were closed after conversations between two senior al-Qaeda figures, including top leader Ayman al-Zawahiri,  were reportedly intercepted.

A U.S. intelligence official and a Mideast diplomat said electronic communications were picked up several weeks ago between Ayman al-Zawahri - the head of the global terror network who succeeded Osama bin Laden - and Nasser al-Wuhayshi, head of al Qaeda in the Arabian Peninsula.

The U.S. State Department, based at the White House, Washington (pictured), has instructed its embassies and consulates in the Muslim word that would normally be open on Sunday to close this weekend amid reports of an unspecified threat

Electronic communications picked up between Al Qaeda leaders

Officials had previously called the communication 'strategically significant' and likened the intelligence 'chatter' to that intercepted in the days leading up to 9/11.

The BBC reports that Yemeni intelligence services discovered al-Qaeda members had arrived in the Yemeni capital Sanaa over the past few days ready to implement a large plot.

It is said that that plot would include explosions and suicide attacks aimed at Western ambassadors and embassies. 

Yemen's interior ministry has sent armoured military vehicles to surround the presidential palace, and other important buildings.

Western embassies in the capital of Sanaa are also being protected.

The State Department said in a travel warning that it had ordered the departure of non-emergency U.S. government personnel from Yemen 'due to the continued potential for terrorist attacks' and said U.S. citizens in Yemen should leave immediately because of an 'extremely high' security threat level. 

'As staff levels at the Embassy are restricted, our ability to assist U.S. citizens in an emergency and provide routine consular services remains limited and may be further constrained by the fluid security situation,' the travel warning said.

The BBC reports that the White House and the US state department say the current threat comes from al-Qaeda in the Arabian Peninsula (AQAP), but have refused to release further details.

The UK Foreign Office said in a statement: 'Due to increased security concerns, all staff in the British embassy have been temporarily withdrawn and the embassy will remain closed until staff are able to return.'

Several European countries have also temporarily shut missions in Yemen.

Known as Al-Qaeda's bomb-maker in chief, Ibrahim Hassan al-Asiri is believed to be behind a range of explosive devices including pant bombs and liquid explosive implants which contain no metal parts making them virtually undetectable.

Al-Asiri, 31, who is linked to the Al Qaeda in the Arabian Peninsula (AQAP) group, was reported to have recruited his own brother Abdullah al-Asiri as a suicide bomber in a failed 2009 attempt to assassinate Saudi Arabia's Deputy Minister of the Interior.

An early version of his pant bomb was used in the the 2009 Christmas Day bomb plot, when a Nigerian man attempted unsuccessfully to detonate the device aboard a flight from Amsterdam to Detroit.

An updated version, which incorporated fail-safe triggers and used a new kind of explosive that was even harder to detect was supplied for a terrorist attack in May last year to mark the anniversary of Osama Bin Laden’s death.

That plot was foiled when the suicide bomber turned out to be a double agent and handed the device to the FBI

He is also believed to have been behind an intercepted pair of explosives-laden printers that were mailed from Yemen to the U.S. in 2010.

In September last year he was reported as having been possibly killed in a drone strike together with other AQAP suspects but a Yemeni government official later denied the claim.

He is currently considered to be one of America's most wanted men. 'He’s the main guy,' said one counterterrorism official. 'He’s the top of any list.'

Al-Asiri has been described as a critical component of al Qaeda's activities in Yemen and his death would be a significant blow to the organization.
